حماية الأمم المتحدة للأقليات بين النص والواقع

Abstract

كثيرا ما يتبادر إلى الذهن حال سماع مصطلح الأقليات ان مسألة الأقليات ثانوية، ولا تتعلق الا بمصير جزء صغير من سكان الدولة، ولكن الواقع يؤكد ان المشكلة لا تخص الدولة فقط بل النظام العالمي أيضا. ان خصوصية حقوق الأقليات دفعت بمنظمة الأمم المتحدة إلى تبني اتفاقيات وإعلانات دولية تعني بهذه الفئة، فاحترام حقوق الانسان يمنح استقرار الدول داخليا، ويدعم الامن والسلم الدوليين . We often think that the question of minorities is subsidiary and touches a small part of population in a country but the reality confirms that the subject don’t concern only a state but so a mondial system . The specifity of human rights has induced the united states to adopt agreements and international statements for these minorities . The respects of human rights ensures the internal stability of states and supports international peace and security .
