Abstract

تعتبر حرية الرأي والتعبير من المقومات الأساسية لبناء الأنظمة الديمقراطية، فإلى جانب أنها قيمة ممارساتية للمواطن في المجتمع، الذي له الحق في التعبير عن رأيه في مخرجات النظام السياسي، وممارسة المعارضة أو التأييد بناء على ذلك، لها تأثيرات بنائية أخرى إذ تساعد في توسيع مبادئ المشاركة السياسية، سواء من خلال العملية الانتخابية، أو الحق في النشاط في الديناميات السياسية، ممارسة المعارضة، والظهور في عديد أنماط الحراك السياسي ذات أبعاد ديمقراطية مثل الرأي العام، والتعبير الجماعي عن القيم والمشاكل والتوجهات المجتمعية، في جو من الأمن، وهو الأمر الذي يساعد على تجسيد قيم الديمقراطية وتفعيل قيمها في المجتمع.Freedom of opinion and expression is considered one of the main fundamentals to build democratic systems, besides that it is a practical value to the citizen in community who has the right to express his opinion concerning the outputs of political system, and thus practicing opposition or support , it also has other structural effects where it helps in the expansion of political participation principles , whether through the electoral process , or the right to join political parties, practicing the right of opposition fearlessly , and emerging in other forms relevant to democratic dimensions such as public opinion , collective expression about values , problems and requests all that happens in an atmosphere of security, which helps in the embodiment of democracy values , and enabling its values the society.
