تحـليل البـعد الـرمزي في سيـاسات الانتشـار النـووي الـراهنة "حــالة كـوريا الشمــالية"

Abstract

إن دراسات الانتشار النووي منذ تزايد أهميتها في أعقاب الحرب الباردة، وفي ظل ثورة التكنولوجيا والعولمة التي أظهرت خطورة هذه الظاهرة، تراوحت بين تناول الأبعاد الأمنية والسياسية لطموحات الدول النووية، بناءا على فرضيات القوة والمصالح الإستراتيجية في النظام الدولي الراهن من جهة، والجوانب المتعلقة بالأهمية المعيارية والقيمية للتكنولوجيا النووية والأسلحة الناجمة عن استغلالها في البرامج النووية العسكرية من جهة ثانية، فلم يعد الاكتفاء بإظهار المصالح الإستراتيجية لامتلاك مقدرات نووية والمتمثلة في الدفاع والحماية ومواجهة الخصوم المحتملين والواقعيين على صعيدين إقليمي ودولي فحسب، وإنما امتد الاهتمام بنظرة قيادات الدول المختلفة لما تمثله من رموز قوية معبرة عن الهوية الدولية والاعتزاز بها داخليا وخارجيا، وهذا ما تبديه حالة الانتشار النووي في شرق آسيا، والممثلة في برنامج كوريا الشمالية النووي، الذي أثار اهتماما أكاديميا واسعا من حيث دوافعه المتنوعة، وما يحمله من تهديدات عالمية من ناحية أخرى.The studies of nuclear proliferation that gained importance in the post cold war era, under the revolution of technology and globalization, and showed the danger of such phenomenon, focused on dealing with both the security-political dimensions of nuclear states aspirations,based on the assumptions of power and strategic interests in the contemporary international system, and the normative-symbolic aspects of the nuclear technology and the weapons resulted from its exploit in developing military nuclear programs on the other hand, so it is no longer interesting to shed light only on the strategic interests of the acquisition of nuclear capabilities for the defense, protection and facing the probable regional and international rivals, for leaders tend to be interested in these weapons as strong symbols that express the international identity, which is the case of nuclear proliferation in east asia, namely the nuclear program of North Korea that was about a wide academic interest about its various motivations, and the global threats too.
