تطبـيق مبــادئ الحـوكمـــة فـي البنـــوك الـجــزائريــة

Abstract

ُـعد الحوكمة من أهم المصطلحات الإدارية الحديثة وتُـعنَى بإدارة المنشآت المالية إدارة رشيدة بغية تحقيق المصالح وحماية حقوق كافة الأطراف المرتبطة بالمنشأة، وتحقيق الإفصاح والشفافية بهدف الوصول إلى الاستقرار المالي والنمو الاقتصادي وقد ظهرت الحاجة إلى الحوكمة في العديد من الاقتصاديات المتقدمة والناشئة بسبب الأزمات والانهيارات المالية لغياب مبدأ الإفصاح والشفافية في المنشآت الاقتصادية العاملة فيها. وبما أن وجود نظام بنكي سليم من الركائز الأساسية لضمان استقرار النظام المالي وسلامة عمل أسواق الأوراق المالية وقطاع الشركات فإن تطبيق مبادئ الحوكمة يزداد أهمية في البنوك خاصة بعد الأزمة المالية العالمية 2008 فرض على الاقتصاديات العالمية والعربية خاصة اتخاذ إجراءات عملية جديدة لتطبيق الحوكمة في البنوك والتطبيق الجيد لهذا المصطلح علامة واضحة تتميز بها البنوك المطبقة له. The governance of the most important terms are prerequisites of modern administrative management of the rational management of financial establishments in order to achieve the interests and protection of the rights of all parties associated with the property, and disclosure and transparency with a view to access to financial stability and economic growth and the need emerged to governance in many developed and emerging economies because of the financial crisis, landslides and the absence of the principle of disclosure and transparency in the economic installations. Since the existence of a sound banking system is one of the main pillars to ensure the stability of the financial system and the safety of the work of the securities markets and the corporate sector, the application of the principles of corporate governance is becoming increasingly important in the banks, especially after the Global Financial Crisis 2008 imposed on world economies, particularly the adoption of new procedures to implement good corporate governance in banks and application of this term is a clear sign of the banks applied to him.
