Abstract

تعتبر قضية التلازم بين السلطة والمسؤولية من أهم الآليات التي تستطيع الأمة عبرها ترشيد الحكم، ومحاسبة من تنتخبهم لممارسة السلطة نيابة عنها، الأمر الذي دفع بالأنظمة الديمقراطية إلى اعتبار المسؤولية عن ممارسة الوظيفة السياسية مبدأ أساسيا، وجعلت منه شعارا للنزاهة والتزام تطبيق القانون، يأتي هذا البحث ليكشف مدى اعتداد النظم البرلمانية والرئاسية والتشريع الإسلامي بالمبدأ، ثم يعرج على الواقع الدستوري الجزائري، لبيان طريقة تنظيمه لقواعد المسؤولية السياسية، ومدى تجاهل المؤسس الدستوري لكثير من مقتضيات المبدأ، مسجلا جملة من الاستنتاجات بخصوص ذلك.One of the most important mechanisms by which the nation can rationalize the government and hold those elected to exercise power accountable has led democratic regimes to consider the responsibility for the exercise of political office as a fundamental principle and symbol of integrity and law enforcement.
