برامج المرافقة المقاولاتية في الجزائر

Abstract

The study aims to analyze the efficacy of accompanying programs Entrepreneurship in Algeria, This is through the various statistics related to microfinance programs analysis (National Agency for support of youth employment, the National Agency for the conduct of micro-loan, the National Insurance Fund for unemployment), At the national level and at the level the wilaya of Batna, In addition to the the figures given by the incubator of Sidi Abdallah, Algiers. The study concluded the positive role of these mechanisms in the creation of small and medium enterprises, but the heterogeneity and lack of integration among them limits the achievement of development objectives, this is what requires activation of these bodies through a comprehensive policy involving all actors, mainly based on the development of entrepreneurial culture, recruited various modes of public policy, especially the education system and the media, and stimulate economic players to help make it a success. تهدف الدراسة الى تحلیل مدى نجاعة برامج المرافقة المقاولاتیة في الجزائر، وهذا من خلال تحلیل مختلف الإحصائیات المرتبطة ببرامج التمویل المصغر (الوكالة الوطنیة لدعم تشغیل الشباب، الوكالة الوطنیة لتسییر القرض المصغر، الصندوق الوطني للتأمین عن البطالة)، على المستوى الوطني وعلى مستوى ولایة باتنة، بالإضافة الى الأرقام المقدمة من طرف حاضنة سیدي عبد الله بالجزائر العاصمة. وخلصت الدراسة الى الدور الإیجابي الذي تلعبه هذه الألیات في انشاء مؤسسات صغیرة ومتوسطة، الا ان عدم التجانس وغیاب التكامل فیما بینها یحد من تحقیقها لأهدافها التنمویة، هذا مایستدعي تفعیل هذه الهیئات من خلال سیاسة شاملة یشترك فیها جمیع الفاعلین، تقوم أساسا على تطویر الثقافة المقاولاتیة، بتسخیر مختلف وسائل السیاسة العمومیة وعلى راسها نظام التعلیم ووسائل الإعلام، وتحفیز الفاعلین الاقتصادیین على المساعدة على إنجاحها.
