المناطق الحدودية للجزائر بين متطلبات التنمية المحلية و تعزيز مقدرات السياحة الوطنية

Abstract

يناقش المقال الاستراتيجية الجزائرية للمناطق الحدودية، من خلال توصيف هذه الفضاءات، ورصد امتداداتها الوطنية و الإقليمية، ثم الوقوف على مساعي الدمج بين مقاربتي الأمن و التنمية، و ذلك بالانتقال من المقاربة الأمنية البحتة، عبر تأمين الحدود ومواجهة الجماعات الإرهابية و كل أشكال الجريمة العابرة للأوطان، إلى ايجاد بدائل تنموية ناجعة وفعالة تمكن من تأمين الحدود، و ذلك من خلال تكريس التنمية المحلية على طول المناطق الحدودية، وتحسين ظروف معيشة السكان المحليين و إشراكهم في الحركية الاقتصادية والاجتماعية الوطنية بمنطق تنموي مستدام، يستجيب للاستحقاقات الأمنية والتنموية معا، إذ لا أمن دون تنمية، كما أنه لا تنمية دون أمن، حيث تتقاطع الاستراتيجية الوطنية للحدود مع تحويل مختلف الفضاءات الجيوسياسية النائية إلى مناطق للجذب السياحي وطنيا، إقليميا و عالميا. The Article addresses Algeria’s border strategy by characterizing these spaces and monitor their national and regional extensions, moving from border security, through confronting terrorist groups, and all forms of trans-national crime to finding new formulas, by combining security and development approaches, that we can secure the borders by devoting local development along the border areas by improving the living conditions of the population, and involve them in the national economic and social dynamics, with a sustainable development logic that responds to the security and development benefits, where there is no security without development and vice versa, to transform the various geopolitical spaces into national, regional and global tourist attraction areas
