الحروب اللاتماثلية: إستراتيجيات وتكتيكات القتال المستحدثة في عالم ما بعد الحرب الباردة

Abstract

ملخص: يهدف المقال إلى دراسة ظاهرة اللاتماثل في الحروب الجديدة وفهمها ومعرفة العوامل التي ساهمت في تغير طرق إدارة حروب القرن الواحد والعشرون،فالسلوك اللاتماثلي في الحرب ليس جديدا بل لازم الحروب منذ الأزل، لكن حدثت تغيرات وتطورات في الإستراتيجيات والتكتيكات القتالية في الحروب الجديدة كنتيجة للتحولات الدولية لما بعد الحرب الباردة، وأهم هذه التحولات هي الثورة المعلوماتية والتطور في وسائل وتقنيات الإتصال حيث منحت مزايا للأطراف الضعيفة في الحرب مكنتها من مجابهة القوى الدولية التي باتت مجبرة على التخلي عن العقلية التقليدية لإدارة وحسم الحروب نظرا لطبيعة العدو الجديد الذي لا يتبع قواعد القتال التقليدية، ومنه نتسائل عن مدى فعالية الإستراتيجيات والتكتيكات اللاتماثلية في إدارة الحروب الحديثة وإحداث آثار غير متناسبة تهدد الأطراف النظامية القوية نسبيا، لتخلص دراستنا إلى ضرورة إستحداث سياسات دفاعية جديدة تتماشى وطبيعة التحديات التي تفرضها هذه الحروب على الدول والقوى النظامية. Abstract This article aims to study the Phenomenon of Asymmetry in the new wars and understand them and find out the factors that contributed to change in the ways of managing the wars of the 21st century, The asymmetric behavior in war is not new, it has been in wars since time immemorial, But there have been changes and developments in strategies and combat tactics in the new wars as a result of the international transformations after the Cold War, The most important of these transformations is the information revolution and the development of communication means and techniques where advantages were granted to the weak parties in the war enabled them to confront the international forces that became forced to abandon the traditional mentality of managing and resolving wars due to the nature of the new enemy which does not follow the traditional rules of combat, From which, we wonder how effective asymmetric strategies and tactics are in managing modern wars and creating disproportionate effects that threaten relatively strong systemic parties, Our study concludes the need to develop new defense policies in line with the nature of the challenges these wars pose to states and regular forces.
