دور المواءمة الإستراتيجية في تحسين الفعالية بين نظم المعلومات و المنظمة

Abstract

Today the acquisition of new information systems and technologies alone are not gain an organization a sustainable competitive advantage, this reason make the organizations have been thinking seriously about how they can manage their information systems and technologies to adapt their strategies and functions with speedy information technology changes, as well as the adaption of their information systems and technologies to environmental changes. Now, more precisely, the organization needs to achieve strategic alignment of information systems and technologies. Strategic alignment is not a modern concept when we talk about it we are talking about the process of fit, matching, integration, linkage, congruence, harmony, balance, fusion, coevolution and other concepts that have developed in different context. This study tries to prove that strategic alignment (intellectual alignment, operational alignment, cross-domain alignment, business alignment, information system alignment) achieved in Algeria enterprises under study can effect on the effectiveness of their information systems as well as their effect on the performance of these enterprises. After the statistical analysis, the study revealed that there is a positive effect with a low degree of impact of strategic alignment on the effectiveness of information systems and on the performance of Algeria enterprises. الیوم لم یعد حیازة أو امتلاك المنظمة لنظم وتكنولوجیا المعلومات الحدیثة لوحده یحقق لها میزة تنافسیة مستدامة، هذا ما جعلها تفكر وبجد في كیفیة إدارة نظم وتكنولوجیا المعلومات المتاحة لدیها حتى تتمكن من تكییف إستراتیجیاتها ووظائفها مع التطورات السریعة جدا لهذه التكنولوجیات، وأیضا تكییف نظم وتكنولوجیا المعلومات المتوفرة لدیها مع التغیرات البیئیة التي تنشط فیها المنظمة، بصورة أدق المنظمة الیوم بحاجة وبدرجة كبیرة إلى تحقیق مواءمة إستراتیجیة لنظم وتكنولوجیا المعلومات. المواءمة الإستراتیجیة لیست بالمفهوم الحدیث فعندما نتحدث عن المواءمة الإستراتیجیة فإننا نتحدث عن عملیة التوافق، التكامل، الترابط، المطابقة، الانسجام، التوازن، الالتحام، التطور المشترك وغیرها من المفاهیم التي تم وضعها في سیاقات مختلفة. حاول هذه الدراسة إثبات أنه یمكن للمواءمة الإستراتیجیة( المواءمة الفكریة ، المواءمة العملیاتیة، المواءمة عبر المجال، مواءمة أعمال المنظمة، مواءمة نظم المعلومات) المحققة في المؤسسات الجزائریة محل الدراسة أن تؤثر على فعالیة نظم وتكنولوجیا المعلومات المستخدمة لدیها وأیضا أثرها على أداء هذه المؤسسات، ولتحقیق ذلك تم استخدام الاستبیان لجمع البیانات حول عینة من المؤسسات الجزائریة، وبعد المعالجة الإحصائیة تم التوصل إلى أنه یوجد أثر إیجابي وبدرجة تأثیر ضعیفة للمواءمة الإستراتیجیة على فعالیة نظم المعلومات وعلى أداء المؤسسات الجزائریة.
