Abstract

Cette étude vise a connaitre le rôle crucial des outils d’intelligence économique dans la réalisation d’un avantage concurrentiel des territoires en le transformant aux unités spatiales s’approprient les bons facteurs compétitifs et attractifs des différentes activités économiques et humaines, a travers le développement et la mise en réseau des acteurs territoriaux, la gouvernance et la valorisation des ressources territoriales, ces efforts sont destinés a construire une personnalité territoriale initiative - entrepreneuriale à l’instar d 'entreprise économique, et non seulement des institutions administratives abstraites. L’étude a révélée-en comparaison avec le SNAT 2030- et en utilisant la méthode « d’analyse clustering spatial » qu’il existe une concentration économique intense constitue un noeud d’un système territorial d’innovation pour l’industrie biopharmaceutique au sein du territoire d’Alger, signé par le coefficient de localisation industrielle avec la détection d’une masse critique des déterminants compétitifs territoriaux adéquats à la fondation et la croissance du cluster biopharmaceutique d’ici 2020, chapeauté par une intervention intelligente des autorités publiques et territoriales pour renforcer la compétitivité du territoire . Dans ce cadre et à la lumière des résultats, l’étude à présentée une panoplie des recommandations selon les capacités et les ressources disponibles. This study aims to clarify the crucial role of tools of competitive intelligence in the realization of a competitive advantage to the territories by transforming into spatial actors includes the competitive and attractive factors to set up the various economic human activities, through the development of a vision multi parties of territorial actors, this vision is based on governance and the valorization of territorial resources, these efforts are intended to build a initiative - entrepreneurial personality following the example of business enterprise , and not only an obsolete administrative establishments. The study has revealed - in comparison with SNAT 2030 - and by using the method of " spatial clustering analysis " that there is an intense economic concentration constitutes a node of a territorial innovation system of biopharmaceutical industry in the territory of Algiers, signed by the industrial localization coefficient , further more detect of critical mass of the adequate territorial competitive determinants to the foundation and growth of biopharmaceutical cluster from here 2020, with an intelligent intervention of public and territorial authorities in order to reinforce the competitiveness of territory. Within this framework and in the light of the results; the study has presented panoply of recommendations according to the available capacities and resources. تهدف هذه الدراسة إلى التعرف على كيفية توظيف أدوات الذكاء الاقتصادي لتحقيق ميزة تنافسية للأقاليم وتحويلها إلى فضاءات مكانية تتمتع بعوامل تنافسية جذابة للفعاليات الاقتصادية والإنسانية المختلفة، من خلال تطوير نظرة شبكية للأعوان الإقليميين قائمة على الحكامة وتثمين الموارد الإقليمية، وجعلها مسخرة لخلق شخصية إقليمية تتسم بالمبادرة والتفكير المقاولاتي على غرار المؤسسات الاقتصادية وعدم الاقتصار على كونها هيئات إدارية مجردة. ، توصلت الدراسة إلى عديد النتائج التي تمت مقارنتها مع مضمون المخطط الوطني لتهيئة الإقليم 2030 حيث توصلنا باستخدام “أسلوب التحليل العنقودي المكاني” إلى استخراج تركيز عنقودي اقتصادي كثيف يشكل نواة لنظام ابتكاري إقليمي للصناعة الصيدلانية البيتكنولوجية على مستوى إقليم الجزائر العاصمة والتي يفسرها معامل التوطن الصناعي، مع رصد كتلة حاسمة من المحددات التنافسية الإقليمية المناسبة لتأسيس ونمو العنقود الصناعي البيوصيدلاني لآفاق 2020 مدعما بتدخل ذكي للسلطات العمومية والإقليمية لتعزيز تنافسية الإقليم، وفي هذا الإطار قدمنا سلسلة من التوصيات والاقتراحات التي يمكن الاستفادة منها في حدود الإمكانيات والموارد المتوفرة.
