الرشادة الإدارية و التنمية المحلية في الجزائر

Abstract

The challenges facing public administration in general and (local government in particular) have had an impact on the development path on the one hand, and on the rapid (technological, environmental, economic, etc.) On the other hand, new methods and mechanisms are needed to cope with these changes, and to integrate the concept of good management with all its standards and principles in local government. Moreover, the need for reform of government management, imposed by global, regional and local variables, also calls for radical changes in the way governance, also local, is carried out under its responsibility for the implementation of policy and global development; this requires the identification of local potential and the needs of each territory, the recognition and use of real development resources with the rational participation of the various actors in local development. In this way, the Algerian government quickly adopted a modern concept of administrative reforms known as “good administrative management” as an approach to the success of the development process. This is at the heart of this thesis, through which we seek to highlight the contribution of good management As a new approach, adopted by public administration in general and local administration in particular, which was a real qualitative leap in improving performance and achieving local development in Algeria, we abandon this study at the local level of wilaya of Biskra. Les défis auxquels sont confrontées l’administration publique en général et (l’administration locale en particulier) ont eu un impact sur la voie du développement, d’une part, et sur l’évolution rapide (technologique, environnementale, économique, etc.) D’autre part exigent de nouvelles méthodes et de nouveaux mécanismes pour faire face à ces changements, et pour intégrer le concept de la bonne gestion avec toutes ses normes et principes dans l’administration locale. D’ailleurs L’impératif de la réforme de la gestion du gouvernement, imposé par les variables mondiales, régionales et locales, appelle également à des changements radicaux dans la manière dont la gouvernance, aussi local, est effectuée en vertu de sa responsabilité pour la mise en oeuvre de la politique et le développement global8 Cela nécessite l’identification du potentiel local et les besoins de chaque territoire, la reconnaissance et l’utilisation des moyens réels de développement avec la participation rationnelle des différents acteurs du développement local. De cette façon, le gouvernement algérien a rapidement adopté un concept moderne de réformes administratives connu sous le nom « la bonne gestion administrative » comme approche au succès du processus de développement. Ceci est au coeur de cette thèse, à travers laquelle nous cherchons à souligner la contribution du bonne gestion managérial Comme une nouvelle approche, adoptée par l’administration publique en général et l’administration locale en particulier, qui a été un véritable saut qualitatif dans l’amélioration des performances et la réalisation du développement local en Algérie, nous abandonnons cette étude au niveau local de wilaya de Biskra. ان التحديات التي واجهت الإدارة العامة عموما و (الإدارة المحلية) خصوصا كان لها تأثير على المسار التنموي من جهة والتطورات الحاصلة والمتسارعة (التكنولوجية، البيئية، الاقتصادية،...) من جهة أخرى تتطلب انتهاج أساليب وآليات جديدة في التعامل مع هذه التغيرات، وادماج مفهوم الرشادة الادارية بكل معاييرها ومبادئها داخل الإدارة المحلية. كما أن حتمية إصلاح الإدارة الحكومية التي فرضتها المتغيرات العالمية والاقليمية والمحلية، تطلب ضرورة إحداث تغيرات جذرية في أسلوب أداء الإدارة بما فيها المحلية بحكم مسؤوليتها عن تنفيذ السياسات العامة كتحقيق التنمية الشاملة؛ وهذا يتطلب تحديد الإمكانات والاحتياجات المحلية لكل إقليم، وادراك الوسائل الحقيقية للتنمية وتوظيفها توظيفا عقلانيا مع إشراك مختلف الفاعلين في التنمية المحلية. وعلى هذا النحو سارعت الحكومة الجزائرية الى تبني مفهوم حديث للإصلاحات الإدارية يعرف بالرشادة الإدارية كمقاربة لإنجاح عملية التنمية. وهذا هو جوهر هذه الأطروحة التي نسعى من خلالها الى ابراز مساهمة الرشادة الادارية كمقاربة جديدة تبنتها الإدارة العامة بصفة عامة والإدارة المحلية على وجه الخصوص، والتي كانت بمثابة نقلة نوعية حقيقية في رفع من مستوى الأداء وتحقيق التنمية المحلية في الجزائر، ونسقط دراستنا هذه على المستوى المحلي لولاية بسكرة.
