السلطوية التنموية والديمقراطية أي علاقة؟

Abstract

تحاول هذه الورقة البحثية، قراءة، وتحليل العلاقة بين السلطوية التنموية والديمقراطية، من منظور الأراء التي تروج لأفضلية نظام عن الأخر في ظل المشاكل التي يوجهها الاقتصاد العالمي بسبب انتشار جائحة كورونا التي أثرت على الأداء الحكومي للدول، وكذا على نوعية الديمقراطية، وعلى هذا الأساس: هل ساهمت التنموية السلطوية في تراجع الديمقراطية؟ للإجابة على هذه الإشكالية، سنفترض أن التنموية السلطوية، قد لعبت دورا في تراجع الديمقراطية، ولاختبار الفرضية، سيتم الاعتماد على المقاربة الوصفية التحليلية والاعتماد على الإحصائيات المتعلقة بالتنمية في الصين ورواندا كنموذجين للاستدلال، وعلى نسبة الديمقراطية في العالم، لنصل لنتيجة أن هناك علاقة جدلية بين النظامين وأن كل نظام يتأثر بالأخر. This research paper attempts to read and analyze the relationship between developmental authoritarianism and democracy from the perspective of opinions that promote the preference of one system over the other. In light of the problems faced by the global economy due to the spread of the Corona pandemic, which affected the government performance of countries, as well as the quality of democracy, our question : Did authoritarian development contribute to the decline of democracy? To answer this problem, we will assume that authoritarian development has played a role in the decline of democracy, and to test the hypothesis, we will rely on the descriptive analytical approach and rely on statistics. The conclusion that there is a dialectical relationship between the two systems and that the other affects each system.
