سلطة المعرفة دراسة في تأثير المجموعات الابستمولوجية على السياسة العالمية

Abstract

يسلط هذا المقال الضوء على ظاهرة المجموعات الابستمولوجية باعتبارها فاعلا عابرا للحدود، وهو مفهوم طوره في حقل العلاقات الدولية الأستاذ بيتر هاس (Peter Hass) في محاولة لتحليل وظائف وأدوار المعرفة المهنية الخبيرة في مجتمع قائم على المعرفة الحديثة. استخدم هذا المفهوم على نطاق واسع خلال العقود الأخيرة في سوسيولوجيا المعرفة، الدراسات السياسية والفلسفة الاجتماعية. يستكشف المقال حدود المجموعات الابستمولوجية، خصائصها وأسلوب عملها ويفحص دورها في عملية التفاوض الدولي، ويظهر تأثيرها المباشر وغير المباشر على عملية صناعة القرار في السياسة العالمية في مجالات قضايا تتسم بالغموض وبالدقة العلمية. This article seeks to spotlight on the phenomena of Epistemic Communities as transnational actor. This concept has been developed in international relations by Peter Hass in attempt to analyze the roles and functions of experts and professional knowledge in the modern knowledge-based society. It has been used widely during the recent decades in sociology of knowledge, policy-studies and social philosophy. This article aims to explore Epistemic Communities aspects and operating mode as well as direct and indirect impact on world policy-decision making in issue-areas where uncertainty and scientific accuracy played a significant role.
