النظام الإقليمي العربي بين تحديات الواقع ورهانات المستقبل

Abstract

لقد عرف النظام الإقليمي العربي منذ نشأته اختلالات عميقة من حيث أركانه و عقيدته التي جسدتها جامعة الدول العربية منذ عام 1945، لكن بالرغم من ذلك استطاع الاستمرار رغم التعثر و الإخفاقات العديدة خلال مساره. غير أن المتغيرات الدولية التي عرفها العالم خلال التسعينات و ما تلاها من تطورات عاشتها المنطقة العربية شكّلت تحديا صارخا للعالم العربي و أثرت في منظومته الفكرية وتركيبته السياسية ، حيث كشفت عن هشاشة و ضعف المنظومة العربية، و عجز النظام العربي عن بلورة سياسة واضحة و فعالة تتماشى مع المتغيرات المحلية ، الإقليمية و الدولية ، بدءا بحرب الخليج إلى الغزو الأمريكي للعراق وصولا إلى موسم "الربيع العربي" الذي تحوّل إلى خريف أسقط آخر ورقة يمكن أن تعكس أي تضامن أو تجانس أو اتفاق عربي. Since its inception, the Arab regional system has known deep imbalances in terms of its structure and ideology, which the League of Arab States embodied since 1945, but, it has managed to continue despite the many failures in its course. However, the international changes that the world witnessed during the nineties and the evolution that came in the Arab region have posed a flagrant challenge to the Arab world and have affected the intellectual system and its political structure. It revealed the fragility and weakness of the Arab system and its inability to formulate a clear and effective policy in line with local, regional and international changes, staring with gulf war and the invasion of Iraq by the United States to the "Arab Spring" season, which turned into a fall, dropping the last leaf that could reflect any solidarity, homogeneity or Arab agreement.
