البعد الحضاري و آفاق التنمية المستقلة في العالم العربي

Abstract

This study looks at the role of non-material dimensions, as the civilizational dimension in forming an independent development model, in the Arab world, regarding the failure and deficits in various political, economic and social aspects, of most Arab countries. In addition, the civilizational dimension, as an independent variable, defines the values and standards that organize any development effort, depending on the self-reliance in Arabic world, as a result of these values and standards strength, referring to the historical experience, where Arabic and Islamic civilization had a pioneer role which had a significant impact on the advancement and prosperity of the developed world. The study considers also, the strengths and potential factors of the civilizational leadership to give effect/activate to the achievement efficiency in the Arab world, in terms of geographical and physical factors. Also, it analysis the development reality and presents the most important causes of underdevelopment and delinquency from one hand, and priorities on which the independent developmental model could be created in the Arab world conforming to the civilizational method, in challenging roles on the other hand. According to the civilization approach contributions, in the priorities and requirements among/along the independent development strategy. In addition, the study attempts to provide theoretical and scientific/operational proofs to the visualization/perception provided, in the importance of the civilizational dimension in the development creation, in conformity with the approach of self-reliance. through the Asian experience, “the Malaysian model” in particular, which has succeeded within the competitive economies in the world, and consequently, overcame the theoretical failure and the inconvenience of the imported developmental models in the Arab world, what requires to rethink how we can politically, economically, and socially benefit from this experience. يعالج البحث الدور الذي يمكن أن تلعبه الأبعاد الغير مادية، كالبعد الحضاري في تشكيل أنموذج تنموي مستقل في العالم العربي، بالنظر الى الفشل والقصور في شتى النواحي، السياسية والاقتصادية والاجتماعية، التي تعاني منها أغلب بلدان العالم العربي، كما و أن البعد الحضاري كمتغير مستقل يعرفنا على القيم والمعايير الناظمة، لأي جهد تنموي، وبالاعتماد على الذات في المنطقة العربية، نتيجة قوة هذه القيم والمعايير بالرجوع الى الخبرة التاريخية، أين لعبت الحضارة العربية الإسلامية، ريادة كان لها الأثر البالغ في رقي وازدهار العالم المتقدم. كما تنظر الدراسة الى عوامل قوة وامكانيات الريادة الحضارية، لتفعيل الفعالية الانجازية في العالم العربي، من حيث العوامل الجغرافية، والمادية، ناهيك عن تقديم تحليل للواقع التنموي، وعرض لأهم أسباب التخلف والانحراف من جهة، والأولويات التي يمكن، أن يُبنى عليها النموذج التنموي المستقل، في العالم العربي وفق المنهج الحضاري، في تحدي الأدوار من جهة أخرى، وهذا بناءاً على ما يقدمه المنهج الحضاري للأولويات والمتطلبات ضمن استراتيجية التنمية المستقلة. إضافة الى ذلك تحاول الدراسة تقديم تبريرات نظرية وعملية للتصور المقدم في أهمية البعد الحضاري لبناء تنمية وفق مقاربة الاعتماد على الذات، وفق استخلاص الدروس من الخبرة الأسيوية، "كالنموذج الماليزي بالأخص"، الذي أثبت نجاحه ضمن الاقتصادات التنافسية في العالم، وبالتالي تجاوز الفشل النظري وما منيت به النماذج التنموية المستوردة في العالم العربي، ما يستوجب إعادة التفكير فيما يمكن الاستفادة منه من هذه التجربة سياسياً واقتصادياً، واجتماعياً.
