مستقبل التوازن الدولي في ظل الصعود الصيني

Abstract

تهتم هذه الدراسة بمحاولة فهم سلوك القوى الكبرى الصاعدة تجاه طبیعة التوازن القائم في النظام الدولي، وبشكل اكثر تحدیدا، حول سلوك الصین المتوقع تجاه النظام الدولي المستند حالیا الى الاولیة الامریكیة كأحد انماط التوازن، ومن ثم دراسة احتمالات التصادم او التوافق بین القوة القائدة والقوة الكبرى الصاعدة بشان ادارة اثار التحول في القوة النسبیة بینهما. قسمت هذه الدراسة الى اربعة فصول، خصص اولها لتحدید توجهات القوى الصاعدة تجاه النظام الدولي القائم، وتم استعراض اهم المقاربات النظریة في هذه المسالة، في حین تناول الفصل الثاني مقومات القوة المادیة وغیر المادیة التي تحوزها الصین، والتي نرى انها تؤهلها للعب دور محوري في النظام الدولي مستقبلا، اما الفصل الثالث فحاولنا من خلاله الوقوف على الجدل الدائر حول طبیعة النظام الدولي وكذا استعراض اهم مراكز القوة فیه، اخیرا یتناول الفصل الرابع عددا من المظاهر والمؤشرات في السیاسة الخارجیة الصینیة التي تحمل دلالات مهمة حول توجه الصین تجاه مؤسسات ومعاییر النظام الدولي القائم. Throughout history, the arrival of a new great power on the world scene. From the Peloponnesian War over two thousand years ago to the rise of Germany in this century, almost every new addition to the ranks of the great powers has resulted in global instability and war. E. H. Carr correctly identified the "problem of peaceful change" as the central dilemma of international relations. In this work we will discuss the debate among scholars and policymakers about what China will do with its newfound capabilities, generally Two arguments have dominated the debate. One focuses on power and likely Chinese revisionism, and so, China will follow the path of rising power such as Germany and Japan before the second world war, The other highlights China’s growing interdependence and likely future satisfaction.ie China would increasingly enmesh itself in and support the existing rules of international society. In the first section of this work we tried to present the most important theories that focus on explaining the behavior of rising powers. Theories like power transition theory, power cycle theory, and neoclassical realism argues that all rising power seeks to throw the existing balance in the international system and replace it with a new one, while defensive realism and neo-liberalism think that the rising powers will integrates peacefully in the existing order. The second section addresses the sources of china physical and non-physical power, while the third section offer a look at the type of the existing international order and it’s most prominent actors, finally we tried to give an objective reading to future position of china in the international system.
